.Net 4.0 patch failing "Microsoft Build Tasks v4.0.dll does not exist"

For whatever reason, my organization was not patching .NET framework previously.  I have taken over patching and have added these into the monthly patch cycle.  Patch NETFW40 fails on a bunch of machines with "c:\windows\microsoft .NET\Framework\v4.0.30319\Microsoft.build.tasks.v4.0.dll does not exist".

Any ideas?  Could I just copy the file from one computer to the affected machines?
