LDIM scan is not returning Primary Owner or Login Name

Has anyone come across a case where LDIM did not return a primary owner or a login name?  If so, did you come across a solution?

I've tried to execute a manual "Full Sync Scan" but it runs for about 10 seconds and doesn't return anything.
