Copy Setting not running when Filter Object applied

I need to copy information from User Location and User Department From Raise User. I have created a copy rule and i have created a new filter object too, because sometimes we need to change Location or Department based on User country. Incident window is only taking information from Filter and not from copy rule.

Is there any solution or any way to use both of them?
