Change Window isn't populating the Raise Users

Hi,

I am confused that our "simple change" window populates all the Raise Users drop down list from Active Directory. However, the "Change" or "Complex Change" windows do not. I have compared all properties of the RaiseUser object in these windows and they seemed to be the same.

Am I missing anything? I appreciate any ideas/thoughts.
