Publishing Shortcuts & Shortcut Groups to Webdesk

We have a Shortcut group in Console called Service Desk, this contains a series of shortcuts to Templates.

The shortcut group and items have all been published to Web Desk and appear in Web Desk when logged in as SA

The same shortcut group has been published to all users (through Support Groups & Roles) in WebDesk, however, when logged in as any other user the Shortcut group appears but none of the Shortcut items appear in the group.

We can recreate the shortcuts through WebDesk and they show up fine when added to the Shortcut group in Console.
